Honda’s low-power table is valuable because it begins with operating load before engine parts. Too much ground speed in wet/deep snow and too wide a cut both increase the amount of snow the auger/blower must process. If the engine recovers immediately when travel speed or swath width is reduced, that response is evidence of excessive load, not proof that a carburetor or ignition part failed.

Keep engine speed and ground speed conceptually separate. Honda says to use FAST throttle while blowing snow and to reduce ground speed with the shift/hydrostatic control for difficult conditions. Slowing the engine itself while keeping the same snow feed rate can make the attachment less effective and confound the test. Standardize at FAST, then change only travel speed or swath width.

A restricted discharge chute can also present as low engine power because the attachment is trying to move snow against an obstruction. Clear it only after full shutdown and spark-plug-cap disconnection using the clearing bar. If power returns with the chute clear, do not continue into fuel/ignition parts solely because the engine had bogged under the obstruction.
